Interministerial collaboration

Regular inter-agency meetings are held with the participation of specialists from the Ministry of Justice and the Civil Registration Office, the Ministry of Health and Social Protection of Population, the Agency for Statistics under the President of the Republic of Tajikistan and donor organizations. The meetings are held under the leadership of Deputy Minister of Justice, Ms. Shakhnoza Anwar Nodiry and with the support of the project "Technical assistance to support the strengthening of the health information system in Tajikistan", which is funded by the EU and implemented by EPOS Health Management in consortium with the University of Oslo, ICON Public Sector and Irfat. 

To calculate demographic indicators, the Agency for Statistics under the President of the Republic of Tajikistan regularly collects data on the registration of births and deaths from the Civil Registration Offices under the Ministry of Justice, as well as data on migration from the Ministry of Labour, Migration and Employment. The Ministry of Health and Social Protection of Population of the Republic of Tajikistan also collects real-time data about the births and deaths, as well as data from various studies are conducted by the Agency for Statistics under the President of the Republic of Tajikistan, and these data differ from the official data obtained from the Civil Registration Offices. 

Which data are reliable and how to ensure improved registration and quality of data? These issues can be solved only in close inter-agency cooperation and with the support of donor organizations such as the European Union, the World Health Organization, United Nations Development Programme, United Nations Children's Fund, United Nations Population Fund, the Swiss Agency for Development and others. Interministerial collaboration

Certain work on these issues has been conducted before, but it was usually carried out by the Agency for Statistics under the President of the Republic of Tajikistan and the Ministry of Health and Social Protection of Population of the Republic of Tajikistan. The Civil Registration Offices under the Ministry of Justice were not directly involved. Starting with this year, at the initiative of the Deputy Minister of Justice, Ms. Shakhnoza Anwar Nodiry, and with the support of the project, inter-agency meetings have been held on a regular basis and one of the priorities was the creation of an inter-agency working group to monitor the reliability of data on births and deaths, as well as to improve their registration. Addressing this challenge requires political will, inter-agency cooperation and support of international donor organizations.

In order to ensure effective management, one of the project objectives is to bring together reliable, directly relevant, timely and regularly collected data by the Ministry of Health and Social Protection of Population of the Republic of Tajikistan and the basic statistical data derived from other sources, such as the Civil Registration Offices under at the Ministry of Justice, Agency for Statistics under the President of the Republic of Tajikistan, as well as vertical programs.
